The President's authority.

BP is an international corporation but has it's American businesses incorporated in America.

Companies doing retail business in America have to be incorporated here in order to have employees and pay taxes. Chances are pretty good that you work for an American corporation if you have a job in America, even if it's BP or Sony or Toyota or Honda.

Among BP llc's American holdings are Amoco (actually absorbed by BP), Arco, Burmah-Castrol, AM/PM mini-marts and the BP owned gas stations which used to be Amoco.

Obama is the President. He has the authority to do anything he believes in in the best interest of the country. He can put BP's American holdings into receivership. He can invade Panama and bring the President back here for trial. He can authorize a nuclear strike against Russia. He can order all of the Japanese people in Hawaii into internment camps. He can annex Mexico. He can order the military to invade Iraq or Afghanistan or anywhere else. He has that power because we elected him to the office which holds that power.

"No free man shall ever be debarred the use of arms."
- President Thomas Jefferson

"The budget should be balanced, the Treasury should be refilled, public debt should be reduced, the arrogance of officialdom should be tempered and controlled, and the assistance to foreign lands should be curtailed lest Rome become bankrupt. People must again learn to work, instead of living on public assistance." - Cicero - 55 BC
